It's from the prince Kael'thalas fight. He has around 7 or 8 adds with him. When the raid kills one a weapon drops for a specific class. Everyone of a particular class can loot the item, from what I understand. So once all the adds are down, everyone in the raid will be using a legendary against Kael.
The joke though is that raid guilds now have to bring a hunter along in the raid.

the best feral DPS weapon right now is [wowitem]Gladiator's Maul[/wowitem]
compare the extra damage from that weapon to the one in the eye (staff of distinigration)...hehehe
