So you saw your weapon now says "Increases critical strike rating by 3" instead of it once before saying "Increases your critical strike chance by 1%" and you are confused...

Fear not! I will attempt to de-mystify this new combat system WoW now boasts as best as I can from the information thats been provided to me and my experiences in the Beta realm.

Previously, fixed percentages such as "2% critical strike chance" were constant at every level, however with the new combat rating system, they diminish in potency as your character increases in level. For example, 2% crit is the same at every level from 1-60 (soon 70), while 28 critical strike rating grants 4% crit at level 34, 2% crit at level 60, and 1.27% crit at level 70. Blizzard did this to allow the ability to create and add new and better items to the world without eventually reaching a point where every character has a 100% chance to critically strike.

There is a series of formulae that can be used to determine the bonus each of these numbers gives in actual % which is below:

RatingEffectLvl60Lvl70Formula
Weapon Skill+12.53.92.9 * q(L) ^ 4.21 + 1
Hit+1%1015.814.8 * q(L) ^ 3.18 + 1
Spell Hit+1%812.611.6 * q(L) ^ 3.23 + 1
Critical Strike+1%1422.121.1 * q(L) ^ 3.09 + 1
Spell Critical Strike+1%1422.121.1 * q(L) ^ 3.09 + 1
Haste+1%1015.814.8 * q(L) ^ 3.18 + 1
Spell Haste+1%1015.814.8 * q(L) ^ 3.18 + 1
Defense+11.52.41.4 * q(L) ^ 6.58 + 1
Dodge+1%1218.917.9 * q(L) ^ 3.11 + 1
Parry+1%2031.530.5 * q(L) ^ 3.02 + 1
Block+1%57.96.9 * q(L) ^ 3.48 + 1
Resilience-1%2539.438.4 * q(L) ^ 3.00 + 1

The q(L) term in each equation is simply a linear value from 0 to 1 based on the player's level. At level 1 it is 0 and at level 70 it is 1. The formula for q(L) is: q(L) = (L - 1)/(70 - 1). This is explained in more detail here: WoWwiki Combat Rating

Now, if all that makes your head hurt, theres an easier way to see all this information. Someone built a plugin that does all these calculations for you to see what the bonus will be on items to your stats. That can be found here: Ratings Buster

Since as of the moment the plugin sites are overloaded and it makes downloading hard, ive also attached the addon to this post for convenience.
