I think this is what I'm going to try, but 70 is a long way off.

Played around a little bit with different specs but couldn't get rid off scatter shot.

It's only 10 levels. Pretend that you are doing the pvp grind, only getting to 70 will be much faster than getting to grand marshal i think.
