what is the buddy list and where is it at?

Isn't that the same as a friend's list?
Yea sorry, the Buddy List works similar to the WoW Friends list. Just a way of showing people you converse with more regularly when they are online, when you send them a private message etc. Its primarily for large messaqe boards that get heavy usage and have hundreds of people online at one time as it does things like bold out thier name in the "Whos online" list and stuff.
