From the patch notes

Death Knight
    * Blood Boil's damage increased to make up for Pestilence no longer doing damage.
    * Blood Boil now does some damage to undiseased targets and extra damage to diseased targets. Its radius has been decreased.
    * Blood Plague: Now lasts 15 seconds untalented.
    * Death Pact: This heal cannot be a critical.
    * Frost Fever: Now lasts 15 seconds untalented.
    * Pestilence does no damage and has only one rank.
    * Plague Strike and Blood Plague no longer remove hots. Plague Strike's damage increased quite a bit to compensate.
    * Raise Ally has a >15 min cooldown to keep it out of Arena.
    * Raise Dead: Duration lowered to 60 sec. and cooldown lowered to 3 min. The cooldown on this ability now begins when the pet dies rather than when it is summoned.
    * Rune of Cinderglacier now procs per minute instead of a 5% chance.
    * Rune of Razorfrost now affects Frost damage done by the DK only, but stacks up to 10%.
    * Strangulate no longer does damage and has been reduced to 1 rank.

Just from reading through this, it seems that DK dmg across the board is getting lowered a bit... The mechanics of DW builds are going to have to change dramatically (BCB, Nec, and HB changes)...

Seems like quite a few mechanics are changing.. we'll bring fewer buffs to raids/groups due to losing auras, and UP might actually be worth using more frequently if it offers a 10% faster refresh on runes.

Seems like all of our instant strikes are less dependent on base weapon damage now... Based on the changes and statements blue made previously, I'm guessing they found some real scaling issues where Uld weapons were making it completely unnecessary to use diseases.

They didn't mention any changes that I read to the damage percentage of instant weapon strikes. They did increase scourge strikes overall dmg though, and buffed unholy spec itself slighty with that and the desecration change. Blood got nerfed with the ezpertise to armor penetration talent and the dancing rune weapon nerf. I'm getting tired of having to hop from one spec to another after each major patch to have the best dps/raid spec.

BS, HS, PS, and SS all have changed % of weapon damage; and BS, HS, and SS all have increased static dmg bonuses to compensate. My guess is we won't see much change if we're using high end lv80 weapons now, but I'm also guessing it was to reduce our ability to do massive damage w/o diseases up due to some of the weapons from Ulduar.

I'm also thinking it might make raw weapon dps a little less important now than stats... that would be a huge change given the current thinking on EJ forums.
