as of today its part of 2.3 patch...but of course subject to change

The information I got was actually not till 2.4

That can change though and Blizz never commits to an exact date/patch on a lot of things, so they could put it in before 2.3 with a hotfix, or with 2.3, or a hotfix shortly after, its hard to tell.

It's for 2.3 patch, went in the patch update on the 19th.  There was a post about someone asking about it.  They said they went and looked at the honor hold quartermaster vendor and noticed that the heroic key only required honored.

The person thought it was bug, asked in a thread if it was.  Tigole posted saying it was change that they had forgotten to mention in patch notes.
