Blizzard has decided to create a world event similar to what took place when they installed Naxxramas with the scourge invasion.
I havent been able to get much in the way of detail as the beta server never went through this and as it sits now its still not.
It looks like Outland mobs will be spawning randomly in these areas:
* Hinterlands
* Eastern Plaguelands
* Winterspring
* Stranglethorn Vale
* Azshara
* Silithus
* Searing Gorge
as well as in the Blasted Lands.

it wasn't that cool :(
maybe it's gotten better since i was there but there were lvl 60 demons (lvl 61-63 elites) coming from the gate. Interesting, made even moreso by horde tagging for pvp. The result was them dying and only alliance people at the gate (poor druid got hit for 2k while he was trying to heal...). In any case, i got a tabbard and 5hks.
