Just found this on the Blizzard forums. Guess it was one of those "Undocumented Changes" in this new patch.
[blizzard]With the recent patch being deployed the developers have decided to remove dual wielding from the shaman enhancement tree. Developers feel that the damage output of enhancement shaman is to great and have decided to remove it. In it's place will be a new talent ability called "Undying Hatred" that will put the opposing enemy or player to sleep for 5 seconds, have 3 ranks, and at a cost of 600/900/1200 mana . This is something the shaman community has been asking for awhile now and the developers felt it necessary to make up for a weakness in the shaman skillset.
