Had a lot of people not have the first clue as to what [wowitem]22637[/wowitem] is for. Yes its a quest item but no one knows what.
Very simply, its for an enchant to a head or leg slot item that kicks more butt than any libram you can get. You only need your class voodoo doll and that idol as well as a Friendly status with Zandalar tribe to get the enchant. Im also not 100% certain, but I do believe you can get this more than 1 time if you have the items you need.
The enchants are different per class and here they are for you (Im also listing Shaman as BC is soon upon us):

Rogue - [wowitem]19784[/wowitem]
Priest - [wowitem]19789[/wowitem]

Now this item only drops off the Bloodlord and Jin'do and its a 100% drop rate, so that means every time we down him, it will be there. Also remember your voodoo doll is used for your Zandalar Armor Set Trinket as well, which is also different for each class.

It's nice Blizz changed that in one of the patches, because we don't usually get to the guys who drop the stuff we needed. Anyways, I guess next time I'll ask us to make a stop by that guy inside the instance next time.
