Once you're exalted with Shattered Sun, you can pick up a couple different epic necklaces. They all have an equip bonus stating "Equip: Your spells/melee attacks/ranged attacks/heals have a chance to call on the power of the Arcane if you're exalted with the Scryers, or the Light if you're exalted with the Aldor."

The Aldor procs all increase your spell power, attack power, or healing power for 10 seconds.
The Scryer procs instantly do additional damage to your target (looks like 3-400 arcane damage, and can crit). It also has a 50,000 yard range and does not obey line of site. Healers don't need to worry about this since it heals your target for some amount.

Both trinkets can proc off of stuff like:

-normal damage and healing spells
-sap
-polymorph
-casting buffs
-receiving auras (You gain Concentration Aura)
-eating and drinking (it will make you stand up when you're eating buff food, so you might want to take it off)
-using consumables such as potions, elixirs, or LW drums
-trinkets with "use" abilities (including PVP trinkets)
-recieving a res
-zoning (even from say, Shattrath to Terokkar Forest)
-going in and out of water
-crafting something (bandages, cooking, something for one of your professions)

Again, the Scryer effct is instant, does not obey line of sight, has a 50,000 yd. range, and can proc off of anything. I would suggest not using this if you are crowd controlling something.  Alternatively as a mage or rogue to avoid this is to make a macro that saps or sheeps your FOCUS. The proc will only hit your current target, so if you have no target and sap your focus, there shouldn't be a problem.

So yes, a scryer priest with the spell damage trinket could zone into Kara, for example, use mindvision to target Maiden, continue targeting her, then cast low mana cost spells and eventually aggro her with the proc from this trinket.

I can't guarantee that it will proc off of all these things but people have reported it on the WoW forums and on WoWhead.
