*FIXED* Signature Generator did not work with special characters

Summary:
WoW avatar names with special characters in them, like Ðharq, caused the signature generator to malfunction.



Cause:
The original code was bugged and urlencoded/decoded the avatar name incorrectly.



Fix:
urlencoding of the name was done in inappropriate places which ended up mangling the URL. urlencode of the name is now done only as it gets saved into the database and not performed again after it is retrieved. The URL-friendly avatar name is preserved and the signature generator functions correctly now with both normal names and those that contain special characters.
