*CHANGED* Event displays (various)

Summary:

The Events system has been upgraded quite a bit over the last few days.  Much of the changes are internal, but there's several that are visible.

• Events and Comments can now contain single quotes (aka the apostrophe ' ) and have it display correctly.
• Editing Event Descriptions or Comments will not cause further slashes / to appear.
• Historical events are now sorted by most recent to oldest instead of the other way around.
• Creating events has been streamlined so that default times will be filled in and Description text will not appear as black on black.
• Creating Events: Times listed in the drop down will begin at midnight and proceed through the afternoon and ending up in the morning.
• Creating Events: Minutes are now listed as every 15 min instead of every 5.
• Detailed event view had numerous tweaks to it (like adding padding to the end of the page to make room for popup forms).
• The database received significant improvements in response time.
