Trouble browsing the web but Vent works?

I recently helped Mijo get his computer/internet fixed so that he could play WoW again and thought I'd write up what I did so that others could benefit from it should it ever happen to them (by getting an online friend to follow the link and walk them through what needs to be done to fix it).

The symptoms were that WoW would not connect to any servers, web browsing could not find any pages, yet Vent still worked fine.
